SAUL J. MORSE

Saul J. Morse is an attorney in the Springfield law firm of Brown, Hay & Stephens, LLP, concentrating his practice in matters related to governmental regulation and health care.  He has practiced extensively in the Springfield community for 30 years.  He first came to Springfield to serve as Chief Counsel to the Minority Leader of the Illinois State Senate, after which he engaged in the private practice of law for 15 years, concentrating his practice in governmental regulation, health care, and lobbying.  During that time he served as Legislative Counsel for a wide range of organizations and provided legislative assistance to a number of governmental units and educational enterprises including the Illinois Math and Science Academy.  From 1992 to 2004 he was Vice President and General Counsel of the Illinois State Medical Society, ISMIE Mutual Insurance Company, and their subsidiary entities. He was  Chairman of the Illinois Guardianship and Advocacy Commission, having been appointed by the Governor in 2002 and has previously served as a member of the Illinois Human Rights Commission and as a member of the Illinois Comprehensive Health Insurance Plan Board both by appointment of the Governor.  Morse teaches as an Adjunct Assistant Professor in Medical Humanities at the Southern Illinois University School of Medicine as well as an Adjunct Lecturer in legal studies at the University of Illinois at Springfield.  He has been selected by his peers for inclusion in the Leading Lawyers of Illinois in the areas of municipal law, government affairs, and healthcare.  A selection is based upon an evaluation of peers in the profession of those who are considered to be in the top 5% in the state in their areas of concentration.
